With the further ever-worsening of international financial environment since 2008, the international ship market has encountered with depression which have brought about huge shocks to the ship industry, together with the issue of the revitalization plan of the top ten industries by the State Council, China Ship Building Co., Ltd is eager to acquire more suppliers through implementing and launching e-procurement, so as to decrease overall procurement cost and increase procurement efficiency. However, different from the other manufacturing industries, material procurement of ship industry has its own specific characteristics. Therefore, how to grasp the opportunity of e-procurement of ship industry and solve the problems existing in e-procurement of ship industry as well as construct a network platform-based e-procurement system in line with material procurement characteristics of the China Ship Building Co., Ltd, has become an important task which the ship industry has to face.This thesis is started with status quo and issues that shipbuilding industry has faced under the financial crisis, in order to analyze the necessity of developing a Web Services-based e-procurement platform for China Ship Building Co., Ltd. Based on this, cases of advanced e-procurement platforms from home and abroad are further studied. Then, from the perspective of the specific characteristics of China Ship Building Co., Ltd, the specific business needs of Web Services based e-procurement platform are analyzed, in addition, basic functions that Web Services-based e-procurement platform ought to possess are discussed, procurement plan establishment, procurement strategy selection, supplier management, and other major processes are analyzed as well. Afterwards, the thesis is mainly focused on how to construct the system architecture of the Web Services based e-procurement platform. In this part, modularized approach is adopted to carry out detailed design of procurement plan management, procurement strategy management, supplier management and other core subsystems in e-procurement platform. Furthermore, how to achieve the integration and implementation of procurement plan management subsystem and supplier management subsystem with e-procurement platform of China Ship Building Co., Ltd by Web Services is discussed in detail. Finally, expandability, economic benefit and social benefit of the platform are analyzed.
