Based On Pki / Ca Secure Online In The Tax System Design And Realization

With the rapid development of information technology, network technology has been widely applied in every field of our society. As an important part of e-government, the taxation information technology has been improved rapidly, which makes the taxpayers deal tax affairs through the Internet, so the e-tax has become an inevitable trend. However, the electronic tax also faces a lot of security problems. Therefore, we must pay more attention to the protection of electronic tax system, network security, advance online privacy and reliability of the e-tax, which has become a big problem that can not be ignored.As the base of information security, the public key infrastructure (PKI) has become a hot topic in the field of computer security. CA system with PKI technology can be applied in government information network (GINet). But it also has some technical and legal basis. That is, if PKI/CA system is applied in the electronic tax system, we can identify the taxpayers, make sure the information submitted by the taxpayers, and enhance the security of electronic tax information.Based on the questions above, this thesis study the e-tax in Huai'an Local Taxation Bureau in order to do some research on the CA system of Huai'an Local Taxation Bureau and construct its e-tax system. At last, this paper proposed the overall design and plan of the CA system, which not only met the security requirements of e-tax system, but also integrate practicability and pertinency.This paper is developed from the following questions:Firstly, it introduced the grounds of the CA system construction of Huai'an Local Taxation Bureau, and proposed related requirements of the CA system construction.Secondly, it analyzed the security requirements of the CA system of Huai'an Local Taxation Bureau, and proposed the overall design and plan of the CA system.Thirdly, it designed and implemented the CA system in detail, including CA certification centre, RA registration assessment system and PKI administration center.Furthermore, it designed the CA system on the overall management and security.At last, it integrated the CA system and electronic tax system.This system was put into use in 2009 and has achieved remarkable application effects and economic results ever since. It has been affirmed by the Huai'an Municipal Government and won the third-class prizes of Municipal Scientific and Technological Advances Award.
