System's construction consisted of Tomcat+IIS + JVM. This would combine Java with net. System practiced encryptdate that would be translated on internet, and security of communication .Secondly it implemented certain identity function. Both sides hold CA certification and carry out validate certification. In this system, because of thinking about the possibility of certification losing, we designed double condition that is password and certification. When they are right meaning time, user would enter the server. So this design would improve the security of this system.Then I designed secure communication for sensitivity data. System is demanded validate both sides certification, while encrypt sensitivity data. So hacker would get encrypted data, even if he can get data.The system used lots of technology on cryptography and network security. This technology dealt with symmetric encryption, unsymmetrical encryption, digital authentication, digital signature etc. Meanwhile, the system realized keystore management function and secure communication. The paper depicted coral function on server or on your IE. Symmetric key is used to encrypt user's data in order to code . Unsymmetrical key and digital certification is used to identify user or webserver ID. The digital certification included the public key which usually is used to validate the digital certification. For public key user or Webserver hold their own private key which usually is used to sign their digital name.The invoice write-off system is a kind of classic application inelectronic government management.
