ITSM (IT Service Management) is a full set of methods based on ITIL, which helps the organizations manage IT system effectively, including the processes of planning, development, implementation and operation, In recent years, ITSM has been more deeply understood and preliminarily applied by China government and institutions and government ITSM system has been designed based on the ITIL standard and government' characteristics which solves the operation and management problems of IT system, streamlining the operation services, standardizing the maintenance, transforming result into knowledge, and making work efficiency quantifiable, It provides the decision makers of IT departments, business executives, IT customers, IT operation maintainers, and facility and service vendors with a unified IT operation management platform, thus helps the data center of the DRC improve their service quality greatly, standardize the service processes, decrease the cost of operation, ensure the continuity of business operations, and stimulate the integration of IT and E-government business.Government Land Police Manager System effects Government's land process. How to develop System's service is the biggest problem. First of all, analyses the present situation and problems of the data centers' IT service management, which is based on the ITIL, in one city's Development and Reform Commission, and make clear the necessity to develop the ITSM system based on ITIL. Then an analysis is presented to describe the challenge the IT operation mode of the DRC's data center is confronted with, under the condition that the network and applications are becoming more and more complicated. After that, this dissertation analyses the infrastructure design of the ITSM system, and the related Portal, service desk, event management, problems management, configuration management and change management are detailed in modular methods following the system core service procedure. Thus, IT operation processes are asserted effectively. The security and extensibility of the system is analyzed at last.
