The Realization Of Business Service Management System Based ITIL In Television Production&Broadcast Network

The demands on better TV programs, timeliness of contents and the demonstratedeffects have been dramatically increased with the building and development ofInformation Society. Under this social background, it has been turned to the majordevelopment direction for domestic TV stations to establish an effective and dynamicproduction and broadcast collaboration and platform. In2007, the SARFT releasedWhite Paper of TV Station Digital and Networking Construction, which expedited thedevelopment of program production and broadcast networking and process.In order to realize the resource sharing and improve the program productionefficiency, BTV Production&Broadcast Network, based on digital televisiontechnology and modern information technology, has realized the TV program process ofcollect, edit, storage, broadcast exchange, etc. It is a networking system with the key oncomputer network.Nowadays, all TV stations are establishing production and broadcast networking,especially the all-station integrated production and broadcast networking. The programproduction process is from the business aspect, through the rational and scientific planand design on program production scenarios, stresses its process oriented characteristics.From the technical aspect, it improves the system operation and management level. Inthe meanwhile, at the application side, it ensures the high efficiency, stability anduninterruptibility of the operation, which demonstrates the real advantages ofnetworking.All-station integrated production and broadcast networking brings not only theconveniences but also new problems. It has become a practical problem of theproduction and broadcast industry how to make the program production and broadcastprocess more transparent and more effectively managed. The problems have to beresolved, such as reducing black boxes, improving transparency, finding out reasons ofovertime and information violation warning, etc.The thesis is to combine the networking-based TV production and broadcastprocess and the popular business activity management (BAM) technology, from abovementioned background and problems, and to monitor and manage the business servicesat real time based on ITIL concept. It also applies the program information acquisition, association, integration, demonstration, and risk and fault prewarning. The thesis statesthe design and definitions of the overall architecture of the business servicemanagement system, internal and external connections, and other key modules such asGUID, GUTime, time slot module, fault alert service, index service and report services,etc.The platform has been proven effective and appreciated by the customers in actualapplications, by significantly improving the efficiency in program production activities.
