With the sustained increase of national economy and urban population, and the markedly improvement of people's living standards, the private-owned vehicles become popular in urban families. As a consequence, the problem of traffic congestion becomes dramatically serious. Due to the complexity of urban public transport system, one of the most effective methods for solving the problems in the transport system is to use the computer simulation.Allusion to a specific bus lines, this paper discussed the relationship between the decision variables and objective function for finding the factors which can be used to improve the urban transport operation. For faithfully reflecting on the urban transport operating situation, this paper establishes the simulation model of the urban transport operation system based on the queuing theory. The model consists of five decision variables:departure time-interval; numbers and types of the buses; numbers and operating hours of the overtime buses; numbers, operating hours and stops of the express buses, numbers, operating hours and distances of the shuttle buses.GPSS simulation language, which is a widely used discrete system simulation language, is used to build the system model and achieve full advantages in the simulation program design. The operating data show that the model is very consistent with the actual situation. The effectiveness of the model is verified.Optimal decisions are obtained in a variety of experiments by changing the decision variables. It is proved that this research method is not only to present rapid and equilibrium transport for passengers but also use lower operating costs, and thus to get the best socio-economic comprehensive benefits.
