With the rapid development of the LTE technology, the wireless access technology grows towards the higher capacity, wider coverage and high-speed mobility. In a growing trend of user demands, the business load of the wireless communication networks evolve gradually from traditional solo-voice mode, to voice and data mixed, and then to data-dominant fashion. The wireless resources management is the key factor to ensure the users that in new type and requirement of the business, higher quality of service is available. For handover and load balance is the key to the study of the wireless resources management, handover algorithms and load-balance algorithms are main fields of the study. This article proposes the business type based and mobile-oriented distributed load balancing algorithms and target region based handover decision algorithms. The goal is to ensure the continuity and seamlessness of business and the efficiency of the utilization of network resources.The thesis analyzes the drawbacks of the load-balancing algorithms of the current wireless networks. It proposes the business-type based and mobile-oriented distributed load-balancing algorithms and incorporates the newly defined X2 interface and user business-type and mobile-orientation into the load-balancing strategies. The outcome of the simulations show that the algorithms prevent the rapid decline of signal strength of the target neighborhood and thus results in the disruption of communications and ping-pong handover that ensure the continuity of the user service and promote the quality of user service and system performances; and next analyzes the inefficiencies of the current handover algorithms in the new network environment and business-type thus proposes a goal-based handover algorithms for neighborhood-entrance control. The conclusion of the simulations shows that the algorithms bring high handover success rate and low-handover time delay, thus prevents the failure of handover due to the sudden change of the network environment of the target neighborhood.
