At present, LTE/LTE-Advanced system is a mainstream technology in the field of new generation of mobile communication technology. In the LTE-Advanced system, the function of Self-Organizing Networks is one of the important content of 3GPP standardization research work, and this function mainly includes three modules, such as the self-configuring, self-optimizing, self-healing. Mobility load balancing is one of important technologies in the self-optimizing module, which is mainly to solve the problem of the traffic load imbalance between the cells. By using the mobility load balancing, the cells can effectively transfer the service of the overload area, improve the utilization of the network resources in the surrounding cells and enhance the quality of the data service for edge user equipment(UE). Therefore, the research on the mobility load balancing technology has important significance for guiding the allocation of actual network resource, improving quality of the communication service, balancing the network business and improving the performance of the user’s network.Based on the Self-Organizing Networks as the background, this thesis does research on the algorithm design of the Mobile Load Balancing process. The main innovations are as follows:(1)According to the different types of user business loading, the users can be divided into GBR users with the quality of service(QoS) demand and best effort(BE) users. Analyze the different types of users from the signal strength and moving direction, and establish the UE choice list combing with the situation of user’s taking up the time-frequency resources. Selection of adjacent regions is main refer to compound available capacity and RSRP value, and establish the mapping table of the UE to the adjacent area combing with the A5 event reporting of UE. By mapping the table to prepare, can improve the success rate of switching. Using the mapping table to prepare the switch will improve the success rate of switching. According to the simulation scheme of this article, the results show that the selection of UE and target adjacent regions is more accurate and efficient.(2)The algorithm of mobility load balancing has a great impact on the overall network performance and users’ experience. Most of the existing algorithms are to solve some problems in the process of load balancing, or to adjust some parameters, it is difficult to optimize the overall situation. In this thesis, applying the idea of dynamic programming, considering from the whole, the process of mobility load balancing is decomposed into multiple stages, and solve the problems of each stage in turn, finally, the problem of load balancing will be solved. first, decompose the process of mobility load balancing into the selection of user, the selection of the target cells and the switching stage; Then, respectively, find the local optimal solution of each stage, and analyze the next stage according to the optimal solution of the upper stage; finally, set up the system level simulation platform, and have simulation according to the algorithm process, so as to verify the feasibility of the scheme with the simulation results.
