With the development of communication technologies, new wireless access technologies continue to emerge, forming a heterogeneous wireless access environment. How to achieve the joint optimal utilization of radio resources of different wireless networks and expand the network capacity and coverage has become a hot research topic.Based on the author's research experience in the NSFC project, the thesis discusses existing international research results on load balancing and proposes load balancing mechanism and algorithms in specific heterogeneous network environment.First of all, the heterogeneous network architecture proposed by 3GPP and the 802 Committee is introduced and the joint radio resource management is discussed. Then the load balancing mechanisms and strategies in heterogeneous wireless networks are summed up. Based on the above discussion, load balancing algorithm and mechanism through forced handover and admission control are proposed.The thesis presents the definition of load and load-balancing index in the heterogeneous network, and proposes the load transfer algorithm considering the service type, the service rate, the target cell dwelling time and the transfer status of the user, signal strength and so on. Simulation results have shown that the proposed algorithm has good performance and improves the system resource utilization.The thesis proposes a hierarchical joint admission control mechanism based on multi-service and hybrid architecture, considering the service type and the load of different cells. Simulation results have shown that the proposed mechanism can achieve load balancing between the cells, and reduce system call dropping rate and handoff failure rate, making more effective use of system resources.
