In the actual wireless communication system, duo to the randomness reach of users and traffic, there is an unbalancing load distribution in the cell, which will decline the user performance in the high load cell edge, and the throughput of the entire network will be affected. This paper first studys the existing load balancing algorithm in the LTE system. We choose four classic load balancing algorithms to simulate the load balancing performances, including a load-based cell selection and handover algorithms, heaviest cell first load balancing algorithm, handover and cell reselection based mobility load balancing algorithm. With the application of the load balancing algorithm,5percentage of the cell edge throughput will greatly increase and the overall network load is more balanced.The main energy consumption of mobile communication system is concentrated in the radio access network, and the energy consumption of the radio access network is mainly concentrated in the base station, the power consumption of base station is rapidly increasing. To solve this problem and to achieve sustainable development, low-power green communication has become the hot direction of the world today. This paper propose a cell sleep based load balancing algorithm. When the load of the cell exceeds a certain threshold, the overloaded cell will use a load balancing algorithm to distribute the load to its neighboring cells; when the load of the cell is below a certain threshold, the sleep mode will start and close the cell. With the simulation results, we can draw that using a load balancing mechanism of cell sleep, can not only solve the problem of network load imbalance, but also greatly reduced energy consumption of the entire network.
