After the Levy and Information Systems of Local Tax at Jiangsu province has run, it unifies the option for all business of Tax, Treasury, Banks. All requests for business of Tax, Treasury, Banks will be sent with the TIPS messages. But the old system of Tax, Treasury, Banks at Zhenjiang Local Tax does not identify TIPS messages. Then, they can not communicate with each other directly. Aim to the case, this thesis designs and Implements the Zhenjiang Local Tax Treasury UnionPay System.Through the analysis of the current situation of E-tax in Jiangsu Province, the thesis finds that there are some problems in the communication with original treasury system of various cities after the installation of the taxation administration information system, i.e. data centralization system of Jiangsu Province. The problems include difference in message format, difference in attribute codes of a same operational element, difference in protocol. In order to solve the problems, the thesis introduces the concept and basic theory of service-oriented architecture and enterprise service bus, and designs an architecture plan of tax pools and Unionpay network for government local tax system of Zhenjiang to realize the communication between heterogeneous systems based on the theory. The plan is consisted of ESB platform and data exchange platform of Zhenjiang. The main function of ESB platform is to transfer the requested data from the transaction requested end to service end and return the responding data. The main function of data exchange platform is to transfer service messages between heterogeneous systems and offer bank services in the tax pools government local tax system of Zhenjiang including real-time payment, refund transaction, transaction reconciliation. At the same time, the data exchange platform packages these transactions into EJB service and complete the transfer of message by invoking store procedures. As a result, the objective of services reuse can be realized by replacing corresponding store procedures at the beginning of commencing related system in other cities.The thesis brings forward a solution and makes specific explanation with both pictures and words on design and realization of certain core function based on the analysis to tax pools and Unionpay network for government local tax system of Zhenjiang. The analysis contains business requirements analysis, design of database, design of function. The chapter of related technology in the thesis has also introduced the related technology to realize the business function. In the section of realizing technology, the thesis makes a specific presentation on realize of ESB communication module and JMS message queue. Among them, the ESB communication module is a very important part of the architecture between the tax pools and Unionpay network. In the end, the thesis makes a conclusion after records the test procedure and results.
