Design And Realization Of The Horizontally Integrated Networks System For Finance Taxation Treasury And Banks

With the further construction of the national golden tax project,and the continuous improvement of tax information construction,the provincial tax authorities have basically achieved a large concentration of data provincial level.Tax management,tax invoicing and statistics,tax declaring and other tax business have entered the information age,tax collection is also going towards the information stage.On how to further improve the quality of tax collection and management efficiency has been the most concerned subject of tax department.With the continuous improvement of our service-oriented government,tax work has gradually changed from management to service,further improving taxpayer satisfaction,and improving the quality of tax services.How to make full use of Internet technology for taxpayers to provide convenient and efficient service experience is also particularly important.At the same time,the information exchanging between the treasury,banks,tax departments has been the weak link in the construction of information technology.The information between the departments is not smooth,which will cause the tax can not be paid directly into the treasury in real time,the expenditure can not be directly to the budget unit account,which also can not achieve the tax revenue and expenditure of the budget revenue,expenditure information sharing.And will cause the taxpayer to pay the library is not convenient,the tax storage rate is reduced,reducing the operational efficiency of financial funds.Therefore,It is necessary to establish a unified information exchange platform,and gradually realize the tax library network communication,also including tax revenue and other taxing services by electronic manner.This paper introduces the design background of the platform,and the status of the tax information exchange between domestic and abroad firstly,also including the purpose and significance of the cross-network electronic payment system.In addition,this paper introduces the relevant techniques about the design and deveiopment.The main work is completed the design work of this system,including the detailed analysis of the "tax-national treasury-bank" horizontal network of electronic payment system,and demand modeling which on the basis of the analysis.Based on the analysis of business needs,the system function module,architecture,database were designed.Several Software Engineering techniques have been used during the design process,including Flow charts,E-R diagram,User Cases,Activity diagram.And also designed main functional modules: tripartite agreement authentication,reconciliation business,ticketing operation,query and statistics,tax payment,basis information maintenance.In addition,the system mainly completed the coding development.The system is implemented by B/S structure,Java Web Development,Oracle Database and Weblogic.After the system development is completed,the detailed functional test and non-functional test are carried out.Through the analysis of the test results,the feasibility and stability of this system meet the design requirements.The results show that the "tax-national treasury-bank" horizontal network of electronic payment system meets the business requirements.The system have been introduced to Shangluo Local Taxation Bureau respectively.Both of the bureaus give us positive feedback that the system works well,meets the real-world business requirement and contributes to Shangluo economic development.
