Nowadays, plan and program on land utilization, as an important way of regulating land resources, is used by territorial resources management department, which choose GIS as its preferred information platform. Furthermore, work on farming land ranking and assessment provides scientific foundation for plan and program on landutilization.Farming land ranking comes within the scope of work on processing, analyzing and calculating tremendous amount of property data, which is costly, labor-intensive and time-consuming. This system can significantly improve work efficiency, quality and work technique, forming concrete work basis and information platform for ricing regulation, updating as well as extensive application on land ranking assessment in future.In order to achieve the above goals, an information system for farming landranking assessment is developed, which applies theory and technical method on GIS. This system, featuring computer-analyzed, management-cored, is capable of accessing, storing, and managing related factors information on farming land ranking assessment and pricing. Moreover, it can automatically calculate effect value of factors, automatically classify categories by different levels, helping to determine basic-line as well as vast area land price by multi-methods of measuring and calculating. By creating graph and text integrated primary information database, utilizing GIS technology, on farming land ranking assessment, the work on land ranking, classification, basic-line pricing, assessment and update could be handled together with data analysis, calculation and computer aided graph creation. Integrating land resource information management and computer system maintenance, it provides human-friendly interactive operation user interface to realize land classification, as well as normalization, standardization and intelligence of price management and assessment. This system is implemented through normalized GIS data coding technology. Most of its modules can be deployed as general ones, exchanging normalized data format through standardized module interface. Because of this, they are multi-functional modules suitable for processing work, (such as land adaptive evaluation, overall program on land utilization, farming land ranking assessment), and are capable of serving as general or specific modules in land ranking assessment system or Geographic Information Systems commonly used functions.The creation of farming land ranking and assessment database enables data sharing, application and analysis, which can present objective and systematic information for government department, as well as the public, on quality and price of farming land. It also can directly and conveniently bridge communication between the public and territorial resource management department, improving administrative transparency and public supervision force on land resource management. In addition, this system has important purpose for improving service and management on land resource, making macro regulation on land resource effective, and finally helps land management department become more flexible when handling analysis on available data.
