Office automation (OA) is a new generation integrated data processing system which bases on open and advanced Web techniques. By using the newest and most mature technologies as its foundation, OA improves enterprise informationization level, promotes information resource sharing and provides highly efficient and convenient service for macro-management and scientific decision. OA provides open, safe and manageable platform for information sharing, business dealing and cooperative work, which can suffice the needs of processing internal affairs. The main applications of OA are as follows: information sharing, data management, official document processing, approval processing, business processing of e-mail, data reports, data mining and internal bank, internal office working and cooperative work, all of which can make information management and office working more and more standard and quick and promote working efficiency.By studying the theory resource and application background of OA systeme, the present article elucidated the background of the emergence of OA system and its research significance. First, we demonstrated the importance of properly applying current OA developed items basing on the development of OA system both at home and abroad. Second, basing on mastering several core techniques including Struts, Spring and Hibernate, we discussed software architect, MVC model and J2EE developing model. Focusing on Struts, Spring and Hibernate architect, we discussed how to construct the OA system of Urban Development Bureau using hierarchical design of SSH architect in J2EE category. Third, correct understanding of the partition and design of functional modules may help discover deficiency in practical application and improve OA system construction. Forth, we further investigated and discussed workflow, proposed a reliable solution based on Ofbiz workflow and accomplished OA system core module, workflow management module. Last, we introduced case application of Urban Development Bureau OA system and provided interface displays and code implement of the major modules. Information management of office affairs using computer network can greatly reduce labour intensity, improve office efficiency, save expenses and provide strong decision making basis for leaders of enterprises and institutions. Therefore, it is now a trend to construct decision supporting, process-oriented, paperless, cooperative working, advanced and efficient OA system using modern techniques including computers and network traffic.
