With the high-speed development of computer technology and network technology, the Office Automation (abbreviation OA) has built. Using computers and office automation system for university management turned imperative. That bring about change of the business transacted at the office and the notion. The network is the best way to solve communication problems caused of the physical distance. University OA management system is the purpose of using modern information technology to achieve the network, automation and paperless office management. Moreover, the OAS provides a science, open, advanced information office platform and finished the integration management to the workflow, information-flow, knowledge-flow and office automation.This OAS of the college of arts used the ASP(Active Server Pages)language and the SQL-SERVER database and based on Browser/Server. ASP is a web design programming language especially for object oriented to use web interaction. ADO used to access to data layer and SQL-SERVER database interaction.Firstly, this dissertation introduced ASP, SQL-SERVER and ADO. Secondly, it set forth the all process of the design OAS. The system includes six function modules: personal panel, system management, document management, meeting management, routine office management and reception management. And the OAS achieved the functions. In software engineering designing ideas, the dissertation introduced the design OAS by four stages: (1) needs analysis include the actual needs, the structure of platforms and developmental tools; (2) system design phase include the detailed design of all functional modules, the system structure and the database design; (3) system implementation phase include all pages design of the functional modules and give the key code; (4) Try to complete system and the fundamental test.
