| National teaching reform has been developed for years in China. Thus, a large-scale higher education system has come into existence. Meanwhile, many higher schools realize that the teaching quality is the root of schools'development. Classroom teaching is the core of teaching. The quality of classroom teaching reflects and decides on teaching quality. Effective classroom teaching quality assessment will help administration to know the performance of faculty and to have a good understanding of current situation of teaching. Effective classroom teaching quality assessment will also offer a chance to teachers to self-refelct of their teaching. The object assessment to teaching and the reasonable judgment can provide conditions for teachers to improve teaching and for administration to make decisions when they are carrying out teaching reforms. Hence, how to carry out scientific and comprehensive teaching assessment is important in theory and practice.The paper sums up the shortcomings of teaching quality assessment system which is being used. Then the paper modifies the system and improves the system with certain technologies of software design. The paper studies the design and realization of teaching quality assessment system on the basis of WEB. The research content is enforced in the following aspects. First, based on the current assessment criteria of classroom teaching quality and the experience of other colleges'success, a set of dynamic assessment criteria system will be constructed. The items assessed would be adjusted. Second, a complete online assessment criteria system will be constructed, with the advantages provided by the Internet, such as directness, promptness, self-conduction, width in assessing coverage, dynamic management realization, convenience in data organization and storage, low error rate, high efficiency and convenience in operation, etc. Third, students will be able to assess the classroom teaching quality and take a complete record of each class'assessment result via the Internet. At last, the classroom teaching quality of some teacher in a whole semester or even more can be reflected through graphs or tendency chart. The research has been divided into several steps. Firstly, the currant statement of teaching assessment is analyzed. Secondly, some related software and technology are explained. In the end, the design of the system is presented.The realization of students-oriented teaching quality assessment system on the basis of WEB has many advantages. Its objectiveness, efficiency, broadness, dynamics can optimize the assessment, and then encourage teachers to improve teaching quality.
