Team learning based educational virtual community is a efficient form of learning that corresponds with the individual learning. It can exchange among the members of the asynchronous synchronous and deepen the exchanges between teachers and students interact through the educational virtual community platform. Moreover, many scholars have studied in detail the teaching and learning strategies, organizational forms, interactive structure and knowledge constructure. However, there are still many problems in the process of team learning based educational virtual community in practicesuch as:delay in learning evaluation,inefficient communication between the members and frequent conflicts. The reasons arising range of issues is the lack of the systematic and comprehensive performance management. This calls for a practical performance management system to happen. Therefore, the topic designs performance management system based educational virtual community which is evaluated from the following two aspects:application and design satisfaction.Firstly, the paper describes the knowledge of educational virtual communities, team learning and performance management using literature to explore and theory of research methods. Secondly, it elaborates the four-stages and flexible organizational structure of team learning and analyzes the four dimensions of team learning performance:team task/contextual performance, and the individual task/contextual performance; Finally, the topic reveals the function of performance management of teamlearning:diagnosis, monitoring, orientation, competition, regulation, control, motivation.By drawing the domestic and foreign scholars's study about the impact factors of the team research, the thesis design a suitable questionnaire and its reliability and validity of the study results show that the questionnaire is suitablefor research. Extracting five factors affecting the performance of the team learning:competence, environment, incentives, behavior constraints and external help and guidance.In additionly, explore in depth the performance of various factors on the degree and build the pentagonal model of influencing factors.Based on team learning performance of the pentagonal model of influencing factors, the study identifies the elements of performance management system:Performance study, the team composition communication, multi-evaluation, specification and support systems, training and teaching. Five elements are not isolated, but interact together in the performance management results.Team learning performance management system is used in practice, and gain 2 rating: applications and design Evaluation of satisfaction. Statistical data shows that the various dimensions of two evaluations is greater than the median of 3.It shows the performance management system and the results are good.
