Good health is the basic premise of quality for young to serve the country and the people; the quality of education is to establish a "people-oriented, Health First" guidance and seriously enhance physical work so that students could master basic sports skills, develop good habits of exercise, train toughly and lifelong awareness. To do this, how to improve the organizational climate of school sport in order to enhance the school sports activities to adapt to the quality of education? This becomes a very significant research topic.In this study, based on foreign research results, using a questionnaire, literature, expert interviews, statistics, logical analysis, using self school sports organizational climate questionnaire, randomly selected 33 secondary schools in Rizhao city,170 physical education teachers to conduct preliminary investigations. Organizational climate theory, social cognitive theory and system theory to explain the formation of organizational climate of school physical education theory, through the survey research, analysis of school climate factors sports organizations. The results are as following:1. School organizational climate is the sports director of sports leaders and sports teachers in schools interact and influence the behavior of other members of the sports results. And with integrity, openness, interaction and relevance of features, along with managers and PE teachers the understanding of these characteristics, and will certainly enhance the atmosphere of the school sports organizations.2. Now the school sports developments are limited by traditional methods of organization and management have been behind the quality of the education requirement. To improve school climate and change the traditional mode of thinking, theory of cross-multidisciplinary, multi-dimensional are valuable to explore. To grasp the central part of physical education teachers group. Advocate of democratic management, physical education teachers to meet the emotional needs, in order to create a harmonious atmosphere of the school sports organizations.3. Rizhao City secondary school leaders do not pay attention to the emotional demands of physical and psychological needs of teachers, PE teachers neglected relationship between the formal organizations and informal organizational relationships.4. Rizhao City, the professional quality of secondary school physical education teachers need to be improved, physical education teacher learning, education, training opportunities, the neglect of the physical education teacher professional quality, value orientation, mental quality of development.5. Rizhao city and township general secondary schools with poor construction of hardware facilities, physical education, irrational allocation of resources, physical education teachers a serious shortage of qualified teachers, physical education teacher-student ratios are imbalanced. Irrational structure of PE teacher, PE teachers in secondary schools dedicated to basketball, volleyball, track and field-based, small-ball, gymnastics, martial arts and other special teachers less. Sunshine wages and salaries of non-sun treatment was significantly different between PE teachers. School teachers in physical education teachers in the treatment of status are not high.
