Postgraduate Study On The Subsidy Policy In China

Since the establishment of the nation, our country has being implemented different subsidization policy to ensure the cultivation of postgraduates during different times. With the expansion of enrollment, Existing multiplex subsidization system not only gives serious burden to the state finance, but also cannot solve economic needs of the majority, the problem of postgraduates in poverty is increasingly prominent, to a certain extent; affect the training quality of postgraduates. Subsidy policy, which is the major component of post-graduates training system carries out a series of reforms simultaneously in 2006.This article reviews the evolution of postgraduate funding policy process, describes background of each stage in and content of the policy details. Analyzes the characteristics of U.S. postgraduate funding policy, refers to the aspects such as: the unification of fairness and efficiency, the coordination of federal and non-federal subsidization; by analyzing the value and process; analyzes the benefit assignment situation and five links (Policy formulation, policy implementation, policy evaluation, policy monitoring, policy termination)from angle of policy, The conclusions are: Our funding policy protects the national interest and the interests of postgraduates in poverty in a certain extent; but there is lack of democracy and signification in policy -making process, deficient mobilization, ill-prepared implementation, policy distortion, lack of evaluation and monitoring etc.With China's national conditions, learn from the experience of U.S. policy on postgraduates funding, based on the analysis of policy, and made the following recommendations: Clear unity of fairness and efficiency, strengthen the concept of cost-sharing funding; Through the establishment of a hearing system, expert consultation system, public opinion survey, the implementation of decision-making supervisory system to achieve the democratic and scientific aspects of policy; Through strengthening propaganda to perfect policy process; by establishing the supervision of public opinion, the assessment and monitoring institutions to strengthen policy evaluation; Through strengthening the organization construction and perfecting management system to enhance the social reform, through strengthening financial evaluation method, improving grants and adopting flexible length to promote policy practice.
