As an important part of China’s higher education,higher vocational education has an important role in China’s higher education.It undertakes the important task of delivering high-quality technical and skilled talents for the economic and social construction and development.It is an important task to establish a set of subsidization system for students with financial difficulties in the educational practice of higher vocational colleges.In Qinghai,a set of subsidization system for students with financial difficulties has been founded in higher vocational colleges.The system provides a number of students with stipend and help them finish studies smoothly.However,there are still many problems in the operation of the subsidization system,which will affect the development of higher vocational education if they are not solved promptly and effectively.Based on the management practicing of the subsidization system in higher vocational colleges in Qinghai,the author adopted literature research method,questionnaire survey method and contrastive study method to carry out the research.Taking Xining Urban Vocational and Technical College as a sample,the paper analyzed the operation status of the subsidization system firstly.Through a survey in certain areas by questionnaire and interview method,connected the related literature analysis,the paper sums up problems under the operation of the subsidization system for students with financial difficulties in higher vocational colleges in Qinghai.The problems include the poor publicity effect of the subsidy policy,unscientific identification mechanism,non-standard subsidization management,inapparent effect in educating people,single funding channel of the subsidization system and so on.And then,the paper analyses the causes of the problems,which are the inadequate implementation of funding policy publicity,inconsistent identification standards for students with financial difficulties,inadequate supervision and incentive mechanism for subsidization management,inadequate understanding of the concept of "subsidizing education",and low social attention and participation.Finally,according to the perspective of professional theory,the paper proposes the applied value strategies: take multiple measures to improve the publicity effect of the subsidy policy,establish the identification standard scientifically for students with financial difficulties,establish and improve the supervision and incentive mechanism,build a long-term mechanism for "San Quan" education,and establish a new government-led,school-enterprise coeducation funding model.This research is helpful to improve the students subsidization system and strengthen the management of subsidization for students from poor families in higher vocational colleges in Qinghai,hoping it can bring into play better effect.
