In the era of knowledge economy, human factor has become more and more important in the organization as human are the main drivers for continuous learning and innovation . Human resources are the main competitive differentiator in elementary and middle schools. Furthermore, the maturity level of human resource development in the schools play a key role in improving the quality of teaching and efficiency, and ensuring sustainable development in the long term.In the era of planned economy, the personnel management at schools traditionally used administration model. However, with the environment changes in 21st century, the administration model is no longer practical at schools. Here are some examples. Often times, potential employees are required to go to the job market by themselves. How to measure teachers' performance effectively after hiring becomes a big problem. Turnover at schools becomes a norm. Administrative management model is not as effective as in the past with increased employee awareness of rights protection. All these examples indicate: The modem personnel management at school must develop new mgmt practices in order to satisfy the new requirements in the new era.This article takes organizational reform of educational system in the country as the macroscopic background, takes the elementary education transformation under middle and elementary schools' personnel system reform as the basic breakthrough point, expands on why human resource management at schools is required and needs to be implemented, takes empirical research as the method, studies human resources development and the present situation at Shanghai *** the Area Elementary School from multiple perspectives, and proposes school human resource management that meets the current and future requirements. Firstly, school human resource management directs the future development of human capital, which maximizes the protection and reservation of human capital and should represent the ultimate goal of human resource management at any school. Secondly, the human resource mgmt practices should be used as a guiding principle at elementary schools and put into practices to help school administration, which would ensure education quality, and improve efficiency at schools.
