Study On The Construction Of System Of Public Administration Human Resources Development In Rural China

The development of rural areas is important to any country. China is a well-known agricultural nation, with 900 million of peasants. For China, it can't be prosperous, wealth, stable without industry, business and agriculture separately. The solving of the problems of countryside is so important that it determines the stable of our country to some extent. In the context of building new socialist countryside and harmonious society, though the infrastructure in rural has improved, the human resources development is still in a poor level. The human resources is a key factor to the development of any country, therefore we should depend on kinds of human resources to advance rural areas.With the building of countryside-organizations perfects gradually, the concerning to self-benefits from peasants enhanced, the rural areas have increased their demand from technicians to public administration human resources. The public administration human resources have played an important role in the countryside construction. However, due to a number of reasons such as economy, politics, history, it's hard for the countryside especially the remote areas to attract and retain quality people. The public administration human resources in rural areas are shortage. According to the theory of human resource development, this paper explores strategies to maximize the cultivation and utilization of rural public administration human resources through consorted efforts by government, institution of higher school, society, and rural areas themselves.
