The problem of qualified personnel is a key problem in the development of our party and our national undertakings, nowadays, the pluralistic tendency is in a winding way and the global economy is developing in depth continuously. Technology is forging ahead and bringing about change day after day. Under this circumstances, qualified personnel have become one of the most important strategic resources and played more and more decisive role in the competition of the multiple-national power. Nowadays worldwide nations especially the developed ones regard qualified personnel resource as the prime resource and make the greatest effort to develop it. In china, the model of qualified personnel resource development is proceed from the government to diverse organizations with higher education as the pioneer. Education is important to the progress and civilization of human beings, while higher education is essential for the improvement of the quality of qualified personnel resource as a whole. Profound research of development and management of qualified personnel resource in higher schools is the guarantee of building up a highly competent and efficient team of faculty and improving the performance of teaching.The article enunciate the significance of strengthening the development of qualified personnel resource in higher schools by analyzing the features of the qualified personnel resource in higher schools as individuals and as a group with thetheoretical basis of qualified personnel resource management and development. The article enunciate how to perfect the qualified personnel resource management in higher schools by emphasizing the position study, talents recruitment and placement, macroscopic government controlling, education and training regulation and the performance appraisal system. The article also concerns about the improvement of the job satisfaction and enhancement of progress of the teachers as well as the school. The final aim is to advance the cohesion and the competence of the school.
