Study On The Strategic Plan For The Development Of Scientific Research In Colleges And Universities

The development of economics, social progress and national security will be influenced deeply if a country does not pay attention to the development of its science and technology. Basic science research in colleges and universities, as a significant part of Science and Technology Innovation System of a country, almost present the level of the original innovation capability on basic research and forefront of high-tech field and play very important role for its favorable position in the whole world technology competition.Under the changing, severe and complex competition situation, strategy planning in research development of colleges and universities was considered more and more important in order to catch the increasing challenge and opportunity. So far, researches on planning in colleges and universities of China were less reported without thorough system, which evidently limited the research development of the colleges and universities.In this paper, the strategy planning in research development of colleges and universities of China are presented based on the Pedagogy and many management theories and methods. This work may be provided an effective method or a constructive way to force the research development of colleges and universities in China.After analysis of the development environment in colleges and universities, we constructed a general model and principle for research strategy planning by using SWOT tools and strategy evaluation matrix. The planning in colleges and universities were deployed from talent staff, cooperation and project proposal. The planning security system was established on the base of policy, resources and culture. Evaluation model of Comprehensive Strength of colleges and universities was fabricated based on vague integrated evaluation method. The strategy planning would be monitored and valuated during the implementation process.
