So far, the University of Science and Technology Industrial Park has grown to nearly 2000 in the world, relying on the Universities. And it is also maintain a broad prospect for development and sustained growth capacity. Currently, University Science Park has become an important way to improve the economic structure, create employment opportunities and raise the economic growth.Since the birth of China's first University science park in Northeast engineering institute in 1990, Universities in China have 10 years of experience and practice in building University science park, considering our own specific conditions and drawing on foreign experience. Especially in 1999, after the pilot of the National University Science Park organized by Ministry of Science and Technology and Ministry of Education, the National University Science Park has achieved remarkable results in development, showing a good momentum of development and brings about regional economic and social development powerfully. It is also promote the building of related disciplines, personnel training and reform.Shandong University National University Science and Technology Park located in the national high-tech district of Jinan, which started building in 1993 and was approved the national University Science and Technology Park by the Ministry of Science and Technology, the Ministry of Education in May 2001. In recent years, Shandong University Science and Technology Park has became a window into cultivation and a base fostering science projects steeply, relying on the science and technology strength of Shandong University and the government departments supermen and the strong support of the community and cooperation of large enterprises. It is successor in transforming a number of High-Tech Technical projects of university and giving birth to dozens of enterprises. After summarized the development experience of broad University Science Park and considered the development of Shandong University Science and Technology Park, the article, using PEST analysis tools, analysis the external environment of Shandong University Science Park. The SWOT analysis method was used to analysis the advantages and disadvantages of Shandong University Science and Technology Park, and the article came out strategies for the development of Science Park. Using core competitiveness theory and considering the actual situation of the Shandong University Science and Technology Park, optimal strategies for core competitiveness and the development was finalized. That is using the advantages of University science and technology, and talent as basement, and using the ability of technological innovation as the core competitiveness, focusing its resources on the development direction-oriented industries, increasing efforts to attract foreign investment, enhancing technology park technological innovation, to create domestic first-class National University Science and Technology Park by enhancing the ability of technology park in technological innovation, system innovation and the ability to support innovation.
