College Tuition Preliminary Study On The Development Of Standards

The charging tuition in our universities relates to the college students and their families.Many students can not afford tuition fees if it is beyond their capacity,however,the universities can not keep the quality because of lack of financial resources resulted from low fees.Considering the sitution of our country,it is important to establish the tuition-chargeing standard,and the system can apply to different universities and professions.The main idea is not only to enable each college student to be admited,but also to ensure the quality of the universities.First of all,the data are collected from the website of National Bureau of Statistics of China and China Statistical Yearbook.The data contains the income level in rural and urban areas,the government fund on higher education,social fund-raising from 2005-2007,as well as the number of students and so on.And the paper is based on the data.Second,the paper take the condition into account firstly that all the students who pass College Entrance Examination can enter colleges when the evaluation criteria is established.So the paper uses some data of households' basic income and consumption expenditure data in China.A mathematical model with different levels of household income and their ability of paying for tuition fees is built by MATLAB software.In this model the ratio with each higher education tuition fees could be calculated.Taking 4900 Yuan as the average level of recent tuition for higher education in China,there was 61.22%of households can't afford the higher education in China's rural areas and 16.01%in urban areas.That is,the current level of higher education tuition has exceeded the payment ability of most of the residents.Third,considering the factors affecting the tuition fees,for instance the cost of training,government funding,self-raised funds and social contributions,the paper establishes a model of affordability about the colleges.And then associate the family model with the college model,and adjust the parameters in order to work out the tution-charging standard of all kinds of colleges and different majors.Finally,the universities tuition fees should be based on the income level of the residents,the lower the income level is,the less the tution fees should be.The governmoment should increase the financial Subsidies,enhance the financial resources,improve the quality of universities,establish and perfect the system of subsidies for poor students,scholarships,as well as the national policy loans and so on.
