| This paper from enterprise performance evaluation theory and analyzed previous research projects on the College Performance Evaluation on the basis of research results of colleges and universities conducted field research, in view of the characteristics of college research projects, research programs and college performance analysis. Evaluation System for R & D projects is the establishment of the main basis of performance evaluation, the author of research projects to assess the performance of the stage as a starting point, through a lot of analysis and understanding of the literature on the basis of combination of expert advice, and summed up the performance evaluation indicators the setting up of common, the full set of indicators that can absorb previous research results can fully reflect the performance of scientific research projects, to design a research project to reflect the costs and benefits of the evaluation index system, and an analysis of the sub-indicators note. Then, the standard for judging refining indicators, using AHP weight indicators, using fuzzy math theory, the establishment of the college research projects fuzzy comprehensive performance evaluation model.
