From2006, public institutions began fully implementing the salary system reform Including colleges and universities. So, the performance pay system reform is the development of Chinese universities opportunity but also a challenge. How to reasonably graft the performance pay system widely used in enterprises to the salary system of universities, it is the urgent need to address the problems in the implementation of the salaries to performance reform.For this purpose, through reviewing and studying the historical evolution and relevant literatures of the compensation system of universities in our country, the paper summarizes its problems and limitations in the process of design and implementation. For solving these problems, paper designs the performance salary distribution program on the basis of performance appraisal, the core of the program is based on the results of performance evaluation of colleges and universities pay for performance allocation. Therefore, firstly, paper constructs a set of fairly scientific performance appraisal system which includes evaluation objects, evaluation index, evaluation criteria, and evaluation methods and so on. Then, applying it to the performance appraisal in the faculties and staffs of universities, this paper obtains the performance appraisal results of all kinds of staffs. Finally, pay for performance allocation scheme is designed based on the results of the performance evaluation.In the process of designing the performance pay distribution schemes, the paper adopts "double level" performance pay distribution model, that is, the school makes the first distribution according to the weight value of performance pay distribution of each department and each department distributes for the second time according to the performance appraisal results of each employee.This paper carries out the study of the performance appraisal system of all kinds of faculties and staffs with overall and systematical views, makes an effective integration of every link in the performance appraisal to let it become more scientific and reasonable, studies out the performance pay distribution schemes based on performance appraisal that provide a reference for the performance pay reform in the colleges and universities.
