With the development of knowledge economy in the role of social development,more and more attention has been paid to scientific research.Funding for scientific research has increased,higher requirements are put forward for the management of scientific research funds.As the main force of scientific and technological innovation,how to improve the level and strength of scientific research while ensuring the basic power of running a school has become a key concern of the society and university researchers.S University is a comprehensive research university with a good teaching staff and a large school scale.The number of special scientific research projects of the University is huge,which requires effective monitoring of special scientific research funds.However,the current performance evaluation system for special research funds is relatively simple,so S University needs to build a set of comprehensive performance evaluation system for special research funds.This paper focuses on the evaluation of the special performance of scientific research in S University.First of all,this paper introduces the relevant theories and methods of the performance evaluation of university scientific research projects,analyzes the feasibility of using the balanced scorecard to evaluate the performance of university scientific research projects,and determines the evaluation methods.Secondly,it analyzes the current situation of China’s financial investment in science and technology and performance evaluation,and puts forward the existing problems of China’s financial investment in science and technology and performance evaluation,which provides reference for the performance evaluation of S University’s special research project.Thirdly,the principle of balanced scorecard is adopted to establish the indicator system for the performance evaluation of scientific research projects in S University.Nineteen second-level indicators are selected to analyze the second-level evaluation indicators from the four dimensions of finance,benefit,efficiency,learning and growth,the analytic hierarchy process(AHP)was adopted to issue questionnaires to experts in related fields to determine the weight value of each level and each index,and the consistency of the weight value was checked to determine the feasibility of the index weight.Finally,the performance evaluation of innovation engineering projects in S university is carried out by using the established performance evaluation system of scientific research projects,and the existing problems are analyzed and corresponding solutions are proposed.The innovation of this research lies in the in-depth analysis of the performance management theory of university scientific research projects.According to the actual situation of the special research project of S University,a balanced scorecard based performance evaluation index system of university scientific research project is proposed.By issuing questionnaires to experts in related fields,AHP was used to determine the weight of each index.Through the use of the performance evaluation system for some innovative engineering projects in S universities,the existing problems in the performance evaluation of special scientific research projects in S universities are found,and countermeasures and Suggestions are put forward. |
