Suburban Rural Compulsory Education Students School Choice In The Context Of Urbanization

China is in a period of rapid city-development. With the development of the cities and the process of urbanization in the city's surrounding rural areas, the competition in choosing better schools to study in cities among the suburban and rural compulsory stage students has become fiercer and fiercer. According to the case of Qinlou Street, the city of Rizhao in Shandong Province, this paper will conduct a research and analyze the phenomena caused by the craze of the choosing school in the suburban and rural schools. The research results can be illustrated as follows. The residents in different areas have different demands of school choice because of the distance to the city center. Urban schools with compulsory education are facing the explosion of the number of students while suburban and rural schools face the existence dilemma even have to be disintegrated due to a decreasing number of students. The craze of choosing the school among students of suburban and rural education has caused some affirmative social effects, but also has caused many pathological problems in society, for instances, a large number of poverty-stricken students in remote suburban and rural schools have discontinued their study owing to the craze of choosing the school, the waste of educational resources, the increasing expenditures on education of the suburban and rural families under the background of Free Education and the neglect of family education, etc. The causes for the craze of the choosing school are complex, mainly because of misguided policies, relative shortage of funding in suburban and rural schools compared to the urban schools, nonstandard operations within the educational institutions etc. On the basis of disclosing the effects and causes of choosing school under the urbanization background, the following Counter-measures should be effective such as our government should raise the specifications of the compulsory education school in rural and suburban, change the three-hierarchical management system of the suburban and rural compulsory schools—city, county and township(or street) government respectively manage their compulsory schools under certain jurisdiction, and promulgate relevant laws and regulations as soon as possible so that the charging methods, standards, as well as cost management approaches of the Compulsory School Choice should be stipulated, etc.
