This composition reflects the traditional exam system of moral education on the basis of the rule of junior school students' growth and forming of their moral character, and also the special task of moral courses in junior school. The traditional idea views exams as a simple, cognitive and standardized evaluation that is static, terminative and sifting. This evaluation system ignores not only the judgment of moral belief and behavior, the students' participation, the variety of the way of evaluation, but also the dynamic characteristics in study of morality, the simulative function of in secondary school. It also neglects students' participation. This system makes the evaluation go away from its aim. The protfolio evaluation helps the educators fulfill their aim as a way with multimaster, process and development.As the writer of this article, I made a research among 208 junior school students, in the way of experiment, interview and questionnaire. Through the experiment lasting for two years in which the students and their parents are interviewed, and the contrast between the students in common and testing classes, I consider the protfolio evaluation is a long effective way which is suitable for the junior school students. This kind of evaluation stimulates the need and emotion of students. It is helpful to set up a new relation between teachers and students. It also helps the students improve their judgment on morality and behavior. The students can form their consciousness of cooperation and responsibility. This method is useful for building the spirit of innovation. It helps to strengthen the self -consciousness. It is one organic part of quality education, and it is worthy of appreciation and extension.
