Evaluation is the value judgment on some object made by certain subjectt. Government, school and all social circles are the value subject of higher education, naturally they should be the evaluation subject. It's very necessary and important of evaluation form government, school itself and society. Meanwhile nongovernmental organization , as a middle organization between private filed and public field, owns the inborn superiority to evaluate higher school.Governmental evaluation is mainly reflected with the construction program, guided by government, of key higher school. So the author of this dissertation clears up all key construction programs of higher school since the foundation of People's Republic of China. Correspondingly, the author classifies the social evaluation on higher school since 1987. And the author analyzes the representative guideline system of higher school, which also indicates the evolutionary course of social evaluation on higher school. Then by contrast, he explores difference the between Governmental evaluation and social evaluation.For theory connecting practice, the author made a survey report which is based on a survey to undergraduates. Higher school students maintain positive attitude towards social evaluation on higher school. It has important influence on students' selecting school.The author analyzes the major patterns on higher school evaluation in USA, Japan, South Korea Great Britain and France. Social evaluation on higher school is also an spreading tendency.Social evaluation on higher school both meets the need of development and agrees with international tendency. It has stronger and stronger influence and credibility in practice, which will play a dominant role in the higher school evaluation in the future.
