The movement of international higher education quality assurance and the reform of Chinese economic, political and educational systems necessitate the immediate construction of intermediary higher education evaluation bodies (hereafter IHEEB) in China. Compared with the Western countries, both theoretical and applied research into IHEEB is weak in China, and the art of status cannot meet the urgent needs of national reforms. Literature review, international comparison and theoretical analysis used result in definitions of four typical models of overseas IHEEB. Based on the features, disadvantages and constraints of IHEEB in China, the author draws a series of conclusions and gives some basic suggestions for constructing and developing Chinese IHEEB. The main suggestions are as follows. It is suitable for China to opt for the construction of "government-dominated" IHEEB, which are directed by five basic principles -synchronizing the construction of THEEB with the reform of the political system and the higher education system, laying equal stress on academic orientation and administrative orientation, structuring IHEEB well and running them efficiently, managing IHEEB to norms, and implementing IHEEB in terms of stages and regions. With the aims of higher education system reform realized, "semi-governmental" IHEEB and "non-governmental" IHEEB need to be established gradually. To successfully establish IHEEB in China involves creating scientific internal and external operating mechanisms and providing effective implementation conditions.
