It is necessary for mass higher education to pay close attention to the quality while developing further. To adapt higher education to the needs of the managerial system reform and the healthy development, we must build and perfect the Higher Education Evaluation System (HEES).Examining the matter from comparative education angle and learning from foreign advanced experience besteads us in building the HEES with Chinese characteristics.The logic starting point of HEES is the existing contradiction. The developed countries in the world have built relatively perfect HEES. Among them, the representative countries are America, England, France, Holland and Japan. The building of different HEES is determined by the difference of their higher education managerial system. The divergence in cultural tradition is the essential factor which forms different HEES. And it is also the cut point for us to explore how to build HEES.Our present HEES whose notable feature is taking governmental evaluation as the subject has made some contributions in the former time. With the higher education system reform developing in depth^ the disadvantages of our present HEES have been revealed increasingly. It can not act fully as it should. The main factors which restrict the development of our HEES is cultural tradition, the process of higher education system reform, and the constructing of relevant law and regulations. The cognition of that could help us to build HEES with Chinese characteristics which is not only fit in with our national condition but also reflects the general regular pattern of higher education evaluation.We must abide by the following principles while building the HEES with Chinese characteristics: the combination of internationalism and nationality, carrying out the Party's Education Guiding Principle thoroughly to improve the quality of higher education, circulating the HEES to norm, accepting the fact that education quality has double characters, and making progress step by step. Adhering to those principles, we define the basic framework of HEES as the following: the building and perfecting of the statutes and policy, the building of higher education evaluation index system based on the principle of classifying evaluation, the system of evaluation expert choosing aswell as the building of evaluation expert reserve, the structuring of intermediary of higher education evaluation bodies, the constructing and perfecting of higher education meta-evaluation system.
