With the gradual development of higher education to connotation,the evaluation of the quality assurance of higher education personnel training has gradually moved from the two-dimensional evaluation model to the third-party evaluation.To develop and promote the third-party evaluation in the field of higher education is not only the necessity of historical development,but also the general trend.However,due to the special situation of China,the third-party evaluation of higher education started late and lagged behind,the third-party evaluation system has not been fully established,and there are many problems in the existing third-party evaluation.However,the introduction of the third-party evaluation mechanism into higher education is a common practice in the developed countries of western higher education.After more than 100 years of historical development,it has made remarkable achievements both in the theory and practice of evaluation.The United States,Britain and France are famous for their high quality education,among which the third-party evaluation of higher education plays an important role.Therefore,it is of great significance to make a comparative study of the third party evaluation of higher education between China and the United States,Britain and France.On the basis of defining the concepts of higher education,higher education evaluation and the third party evaluation of higher education,this paper compares the third party evaluation of Chinese higher education with that of foreign higher education through literature research,comparative research and case analysis.The third-party evaluation of higher education in each country is closely related to its historical background,while the evaluation of higher education in the West has a history and development of more than 100 years.Therefore,this paper attempts to find and summarize the similarities and differences in the development process of the third-party evaluation of higher education in China and the United States,Britain and France from a historical point of view.The operation mechanism of evaluation is the key to the realization of the third-party evaluation of higher education,which is influenced by the evaluation guarantee mechanism and evaluation supervision mechanism.Therefore,from the three levels of guarantee mechanism,operation mechanism and supervision mechanism,this paper makes a comparative analysis of the third-party evaluation mechanism of higher education in China and the United States,Britain and France,and finds and summarizes the differences in its evaluation mechanism from the perspective of the current situation.Through the comparative analysis of the development process and mechanism of the third-party evaluation of higher education,we can learn from the experience and Enlightenment of the third-party evaluation of higher education abroad,and reflect on the problems of the third-party evaluation of higher education in China.On this basis,in view of the problems existing in the third-party evaluation of higher education,the following suggestions are put forward to improve the third-party evaluation of higher education in China,including the establishment of laws and regulations,the improvement of institutional environment,the establishment of the role of "meta evaluation",the establishment of access mechanism,the protection of independent status,the enhancement of independence,the improvement of professional level and the improvement of public credibility.
