The performance evaluation of university is the supervisor and diagnostic tool of the efficiency of higher education.At the same time it is the reference and motive force to improve the efficiency of higher education..In recent years,the performance evaluation of universities has become one of the hot spots of scholars both at home and abroad.First of all,by reading and analyzing the relevant literatures on the performance evaluation of university,this paper summarizes the rationality and shortcomings of the performance evaluation pattern of university at home and abroad,and clarifying the research contents and research methods.Taking the performance evaluation pattern of higher school as the research object,the literature analysis method,the theoretical research method and the empirical research method are used to study.And then use the new public management theory,stakeholder theory,principal-agent theory,analyzing the structure,purpose,functions of the performance evaluation of universities,establishing the performance evaluation mode of the combination of the performance evaluation of the university and it’s internal departments.Secondly,the institutions of universities and colleges and faculty are classified separately,using input-output theory and methods to analyze the activities of colleges and universities,establishing two kinds of performance evaluation index system of the university level and the internal level.The principal component analysis method and the data envelopment analysis method are used to construct the mathematical pattern of performance evaluation.Finally,taking the 21 comprehensive universities directly under the Ministry of Education as an example,analyzes the off-level performance of university.Then,the internal 19 Faculties of F university are taken as examples,and the performance evaluation of internal departments is carried out,and the performance of F faculties university is analyzed.Through the performance evaluation pattern of the performance evaluation of the university and the performance evaluation of the internal faculties,the paper analyzes the situation and the efficiency of resource utilization in F university comprehensively.According to the off-level performance of F university and the performance of internal departments,combined with the "double first class" construction,putting forward improvement measures F university.
