Within The University System Study

Reading the university history of China, we have to admit such a fact that the universities of China have not got the initiative of the individuality and they also lack independent quality of pursuing knowledge as its own purpose. The weakened intellectual nature of the universities of China results from their institutions that involve two aspects. That is, the relation between the university and its outside exists the centralization of state power, and as for the internal operation, the institution arrangements feature the administer tendency that can not safeguard the intellectual nature of the university.Due to my limited space and ability, the study focuses on the institutional construction of internal administrative system in universities in China. The key issue mainly discussed in the thesis is not the evaluating of the administration system in a university, but the analyzing of its origin, execution, evolution and characters. As well as, some existing limitations of present administration system in China are pointed out and corresponding policy implications for the reform are proposed.The first part of this thesis introduces the backgrounds, literature review, research methods and related definitions, which is the beginning of the whole thesis.The following part shows the status in quo and problems of internal administrative construction in present universities in China. There exist three administrative characters in the system: 1) The regulations is from high level ones to lower ones. 2) The execution of regulations could be controlled. 3) The institutional reform is dominated by the willing of administrators. Then, the limitations in these characters are pointed out. Generally, this part is the base for the next part.With the detailed analysis of the reasons for limitations in the above mentioned three characters, the policy implications for the reform are put forward in the last part of the thesis.
