The study discussed why the compulsory education pursues the equity in the perspective of philosophy and gives the reason of the problem from the real world and the ideal world and from the positive aspect and the passive aspect. The study argued the problem which was ignored and self-evident.At first the study defines the equity of compulsory education from using for reference of the principle of John Rawls' Justice Theory and then establishes the major idea to understand the equity of compulsory education and to guarantees the equity of the compulsory education by arranging justice system from the system aspect, explains the equity of compulsory education as the author said before and the reason on emphasizing system justice. Secondly, the study surveys and explains the performance and the result of the inequitable compulsory education by the unique point of the equity of education, and concludes the unjust about the unequal allocation of the public resources by the elite school system and the system of "local government obligates and every rank administrates" , which make the injustice of the right of the urban floating children and the rural children in taking the compulsory education by government transferring its responsibilities. Thirdly the author analyzes the peril to the educational individual, society and the education itself by the inequitable compulsory education. At last the study discusses why the compulsory education pursues the equity from the ideal world of the individual, society and education and then demonstrates the inner inevitability of the compulsory education pursuing the equity.The purpose of the study which discusses the equity of compulsory education from the system aspect is to emphasize that to ensure the equity of the compulsory education radically as long as the system is justice. So the allocation of the compulsory education system should choose the justice at first.
