At the present time, private colleges have become an important part of Chinese higher education. But the development of private colleges needs governmental administration. This kind of administration is based on the theory of people sovereignty of Marxism, theory of market failures, the optimal pareto principle of resource distribution, theory of human capital, and theory of public sector economics.The current administration of private colleges must be reformed and improved in that there are many shortcomings like inexact definition of national management of private colleges, imperfect laws and regulations, unsound administrative institutions and lack of governmental investment and so on.It is imperative that our state learn from the western administrative experience. Although there are various kinds of private college administrative patterns in western countries, the sharing characteristic lies in that they mainly depend on the market, the laws, the investment, and the limited governmental administration.To establish private college administration of Chinese characteristics in the 21th century, we need to enact laws of Chinese characteristics for the development of private colleges, reconstruct private college administration patterns, make clear the function of the departments responsible, make comprehensive utilization of various administrative measures, improve related government regulation, and handle well the relationship between governmental administration and decision- making power of private colleges.
