Research On The Assets Management In Private Colleges And Universities

The problems in the asset management of private colleges and universities have been taken as the research object in this study.The reason why private colleges and universities are chosen to conduct research on asset management lies in that private higher education is an important part of higher education,and asset management is an important link in the management of private colleges and universities;meantime,assets are the material guarantee for private colleges and universities to carry out various teaching and research activities.It can be said that assets restrict the construction and development of private colleges and universities to some extent.In this paper,literature research method,field research method,case study method and interdisciplinary analysis method are comprehensively used to study the problems and countermeasures of private colleges and universities in asset management expecting to explore a practical road suitable for the construction and development of private colleges and universities,solve the problems existing in the asset management of private colleges and universities,guarantee the normal teaching order of private colleges and universities,and promote the healthy development of private colleges and universities.This paper,from the perspective of new public management,interprets the asset management of private colleges and universities,aims to find out the problems existing in the asset management of private colleges and universities in the management system,management philosophy,management institutions,management personnel,management mode and management process,and analyzes the external and internal causes of the asset management problems in private colleges and universities.On such basis,according to its characteristics,the whole process of the asset management in private colleges and universities,from purchase application,budget argument and endorsement,purchase acceptance,registration,maintenance and management,deployment of changes,and scrap disposal,can be divided into four stagesin accordance with the asset life cycle: the initiation stage,starting stage,mature stage and completion stage.In view of the overall demand of the asset management work and specific demand in the practical work in private colleges and universities,this paper has put forward the overall solution of optimizing the management system,changing the management concept,improving the management organization,training the management personnel,renewing the management mode and reshaping the management process.With the asset life cycle theory,process reengineering theory and refined management theory,the papercarries out the refined management process reengineering based on the asset life cycle for each link in the asset management of private colleges and universities applying the information management platform to realize the docking of each step.Thereby,the use potential of the assets of private colleges and universities has been explored,the efficiency of the asset management of private colleges and universities has been improved,problems in the asset management of private colleges and universities have been solved and the asset management of private colleges and universities has been standardized in this study.
