At the ninth National People's Congress held on March 5, 2002, Premier Zhu Rongji pointed out: It was necessary to carry out talent strategy, persist in the policy of four modernizations and the principal of "having both political integrity and ability", and quicken the pace of training and selecting all kinds of talented people who can adapt themselves to the new condition of reform, opening up and modernization construction, especially high-tech talents and the professionals proficient in international finance, economics, business and modern management.Human resource is the first strategic resource in the development of economic society, continuous, steady and healthy development of economic society is based on the possession and development of human resource. At present, the condition of human resource in our country is worrying, the severe shortage and loss of talented people and the unreasonable human resource structure make a grim situation of the human resource in our country, especially when the great impetus brought by China's entering WTO lies ahead and, the international talent scouts are planning to scramble for multinational talents. Further more, more and more developed countries are working out the plan for scrambling for global talents, and developing countries for protecting talents, the competition for talented people is becoming sharper and sharper. In faceof the competition, china must develop human resource to get to the summit and try to gain the initiative in long-term development; this is the crux for china to be one of the powerful countries. To achieve the goal, we must regard the talent strategy as national strategy, human resource as the first resource, and talent discovering, fostering and choosing as the first responsibility of leading organizations at all levels so that the social atmosphere of "respecting knowledge, respecting talent, and encouraging pioneering work" can be formed, and more and more talented people be attracted to join the economic construction; Innovate talent choosing mechanism, reform the backward personnel system, create an atmosphere of talent showing itself, maximize talented people's enthusiasm, set up effective talent management system and competitive mechanism; base on local culture, mobilize the general public, make a social environment where Men of talents emerge in large numbers, absorb and keep talents with care, course and environment; set up career qualification system to make our talents match the international talent evaluation system; Carry out "talent returning project", try to keep the talents by giving them shares or futures, make the talents returning from aboard be honorable, prevent the waste of talented people, assure that each can do his best according to his abilities; Emphasize education and training, increase the technological input, make newborn talents grow up and become stronger, guarantee available talented people's knowledge is renewed continuously.
