As the current development model of the reform direction of higher education in our country,higher education popularization has been gradually accepted and approved, so, it's particularlyimportant to ensure the quality of higher education based on the scale expansion. But, because westart the evaluation of higher education quality later than other countries, the practice of educationquality assessment is not mature enough, the antinomy in the education quality evaluation practiceis unavoidable, and hindered the development and improvement of the higher education qualityevaluation seriously. Therefore, the improvement of the higher education quality evaluationmethods can be helpful in improving the development of higher education, and can be useful toguarantee the enhancement of higher education quality.This paper make a brief analysis of the development status of higher education qualityevaluation method of Shanxi province under the background of higher education popularization,and pointed out the gap between the rapid education evaluation activity and the backwardness ofevaluation theory, then it discussed the problems between the evaluation under administrativemanagement and education method implementation, the problems between unified evaluationstandard and the diversity of higher education. It put forward advices for the development of selfevaluation, government evaluation and social evaluation organization of the higher educationquality evaluation method of Shanxi province. Then, this paper developed the principles andimproving methods of education quality evaluation standard, and established the higher educationquality evaluation method and institutionally guarantee.
