| The American higher education certification system has existed for more than 100 years,and it is one of the means for the United States to guarantee the quality of higher education.The establishment of the New England Regional College and School Association,founded in 1885 in the United States,opened the door to educational accreditation.After more than one hundred years of development,the US certification system has been continuously developed under the supervision of the government and the protection of the law.Therefore,it not only has a high theoretical foundation but also has rich practical exploration.Certification bodies are third-party agencies that are independent of universities,markets,and governments.The purpose of certification is to maintain the good management of colleges and universities and to maintain academic quality.Certification is a spontaneous civil behavior.Voluntary is its premise.It is divided into college certification and professional certification according to the major categories.It is divided into regional college certification and national college certification and occupation according to the certification of small-class colleges.If a college in the United States wants government funding and social recognition,it needs a certification body to certify it.Generally speaking,colleges and universities need to submit applications to relevant certification bodies,and then complete self-assessment.Secondly,the certification body will send a review team to conduct on-the-spot investigations to form an evaluation report and finally discuss whether to pass the certification.In order to protect the authority of the certification body and prevent the inefficiency of the certification body,the US Department of Education and the Higher Education Accreditation Committee will regularly certify the certification body,that is,recognize it.As far as China is concerned,the higher education evaluation intermediaries are not completely independent,and the development between regions is quite different.China does not have the support of relevant laws,which leads to the limited influence of intermediaries and the low academic authority.Therefore,we can stand on the shoulders of the United States,humbly ask for advice,and seek a development path that suits China’s national conditions.The paper mainly introduces the intermediaries in the American higher education accreditation system as the research object,and analyzes the common intermediaries and their operating mechanisms,functions and characteristics in different types of authentication from different angles.The system is to improve the development of higher education evaluation agencies in China.The thesis is divided into four parts.The first part of the introduction first expounds the origin of the research,the significance of the research,the definition of the core concept,the related literature review,the research ideas and research methods,the key points,difficulties and innovations of the thesis.The second part mainly introduces the three theoretical foundations of this research: the third sector theory,the buffer theory,and the principal-agent theory.The third part is the main key point of the thesis.It mainly discusses the system and type of American higher education certification.It also selects the American Higher Education Accreditation Council and the North Central Regional College and School Association as the key analysis objects,and analyzes the rules and regulations,the frame of its institutions.,certification criterion and operation process.Finally,the characteristics and problems of American higher education certification are analyzed.The fourth part introduces the development of higher education evaluation agencies in China,and analyzes the main problems.Finally,it draws on the experience of the United States to put forward some suggestions for higher education evaluation agencies in China. |
