Since reform and opening up, China’s economy with very rapid growth has become the world’s second largest economy. China’s social environment has also undergone major changes, since the 2008 financial crisis, China’s economic growth is slowing, environmental deterioration problems and employment pressure surge which become the new bottleneck for China’s economic development. The government in the eighteenth big work report put forward to speed up the transformation of the pattern of economic development, determined to develop the Chinese characteristic new industrialization, informationization, urbanization and agricultural modernization as the specific goal, and the fusion, interaction and coordination of measures to promote the development of every field of modern synchronous. Shanghai as the forefront of China’s reform, should be the establishment of "free trade" as an opportunity to change the way of promoting economic development, the shift of social development in all aspects of the changes bring.This paper first introduces the social policy of the development of simulation model, shows that the simulation model has scientific and convenience in the social policy simulation; Then this paper discusses the connotation of the pattern of economic development and how to change the pattern of economic development:with the combination of factors of innovation as the means, relying on high-quality talent to improve the level and level of economic development; For industrial economic system has made the detailed analysis, illustrates the change of industrial structure element classification:environment, factors such as population, investment and employment structure affects the industrial structure change, and to express the idea of system dynamics simulation, obtained by using system dynamics simulation model of the industrial structure, population and education for the simulation of the general steps and key points.This article mainly using Vensim model the process of modeling, using data of Shanghai from 2000 to 2013 on the relationship between the elements to make quantitative analysis, the results of the model and the actual deviation is not big, reflects the real change trend of the industrial structure. By analyzing the connotation of the transformation of economic development patterns, grasp the impact on the industry, education and population in this paper, the next ten years, Shanghai industry, population and education policy simulation experiment, combining the reality of society and to carry on the dynamic optimization, the results by using the model experiment for the next ten years, Shanghai general trends in the development of economy. Using the experimental results of Shanghai relevant policy recommendations:increase investment in education, maintaining moderate population growth, the development of the third industry and optimize the second industry development level within. In order to form a virtuous cycle, to ensure long-term stable development of Shanghai economy.
