The development of Beijing Tianjin and Hebei cooperation and development had become a major national strategy since 2014,after when the research on this region has become a hot spot.However,due to various long-term factors such as social and history factors,the development gap between the three places is quite large.Talent resource is an important engine and main driving force in the process of regional development,uneven allocation of talents has become an important impediment to the coordinated development of Beijing,Tianjin and Hebei.Meanwhile,most researches focus on the relationship between talent flow,human capital accumulation,talent gathering and industrial agglomeration,and few researches focus on the talent allocation.Therefore,it is of great importance to identify the influential factors and simulate related policies to promote regional development and coordinate the development of Beijing-Tianjin-Hebei.The research has achievement in the following three aspects:First of all,the research identifies the key elements of talent allocation in Beijing,Tianjin and Hebei.By combing the related theories,domestic and foreign literature and concepts,this thesis puts forward the conceptual model of the talent allocation in Beijing,Tianjin and Hebei.Then,according to the guide of regional environment,organization climate and individual willingness,this thesis uses content analysis and identifies 19 key elements such as economic environment,science and technology innovation environment.Secondly,this thesis establishes the system dynamics model of talent allocation in Beijing,Tianjin and Hebei.Based on the theory and method of system simulation,this thesis divides the subsystem according to three levels to carry on the causal relationship analysis and draw the system flow chart,then uses the data from 2006 to 2015 to run and test the system model,finding that the indicators of the talent allocation in Beijing,Tianjin and Hebei have a good trend of development in the next ten years.Thirdly,this thesis conducts some policy simulation experiments.This thesis designs13 kinds of simulation programs in various situations of Beijing,Tianjin and Hebei from five aspects such as economic.By comparing the simulation results,it is found that three industries,especially the tertiary industry has a significant impact,and the function in optimizing the investment in education has a higher optimization effect than the investmentin science and technology innovation.After which four optimization strategies for optimizing the talent allocation of Beijing,Tianjin and Hebei,has been drew.
