A Study On The Development Of Private Higher Education In Yunnan Province

Education is the foundation of national revitalization and social progress, our Party always attaches great importance to the education work, the Report of Eighteenth Congress of the Chinese Communist Party propounded that toencourage and guide social forces to promote education, which point out the direction of the education development under the New Stage of the new era.Yunnan, as a less developed western province, the shortage of public higher educationis more prominent problem, in order to achieve the strategic transformation from populous provinces to the strong human resourcesprovince, and serve the needs of social and economic development, must vigorously develop private higher education. However, the development of Yunnan province private higher education started late, existing many problems during the development, in order to better promote its development, enhance the educational quality, the deep research for it is necessary, to analyze the internal and external problems, put forward some solutions of the development of Yunnan province private higher education, and guide the development of various levels and categories of the private colleges.In this paper, I adopt the theory of Public Goods and the theory of the Third Sector;demonstrate the necessity of the public management theory extended to the field of private higher education. Secondly, describethe history and present situation of theYunnan provinceprivate higher education development.Through the analysis of collecting documents and field investigation results, put forward the six problems such as students resources, school funding, property rights, teachers, corporate governance structure and school characteristics that exist in the development of Yunnan province private higher education, to analyze the causes, the main reasons are social discrimination for private colleges, government lack of attentions to private higher education, and own existence question of private colleges.Then study the private higher education development of the United States and Japan, draws the experience of theprivate higher educationdevelopment of these two countries, and do the comparison analysis, finally, put forward the solutions of Yunnan province private higher education development from three aspects, which are increasing the government support, strictly regulating the school and private colleges insisting the connotation development.
