To solve above problems, this article guided by the rules and regulations of the countries and introduced in Yunnan province, based on the related theories of management, combined with the actual situation of colleges and universities in Yunnan province and the development trend of higher education, in theory, puts forward some strategies for Yunnan university personnel system reform.
