On June 25,2004, southern weekend reported that a large number of students in Xian had gotten "national secondary athletes" certificate in an illegal way; On June 14,2006, the China youth daily reported that the sports ability of thousands of high school graduates in Wuhan province in sports contest winners unified test was not up to standard; On May 15,2009, according to the China youth daily reported, in Zhejiang Province, most of the students awarding model aircraft bonus points in college entrance examination were from powerful families; The cheating scandals of many high school students broke out in Xiamen international marathon in 2010, and they all wanted to get the national secondary athletes certificate; it broke out that there existed fraud of sport bonus points in the national college entrance exams of high schools in Benxi City, Liaoning Province and Luohe City, Henan Province.In view of the frequent sports bonus points fraud in recent years, the ministry of education in order to completely eliminate sports and arts bonus points fraud in college entrance examination, on September4,2014, promulgated the "state council on deepening the reform of examination recruitment system of the implementation opinions", and in the first article of "reform the enrollment mechanism" explicitly pointed out China will sharply reduce and strictly control the exam bonus point project, and cancel the projects of sports and art bonus points since 2015.Sports college entrance examination policy has developed for more than 30 years since it implemented, and now it plays a crucial role in maintaining fairness and justice in the college entrance examination, breaking only fractional theory, promoting the quality education in our country, and in the development of undertakings of quality education and sports. Although it appears many problems in the development in recent years, it is still necessary to exist in the present society. Now the country is to cancel the sports college entrance examination policy, which may be at the risk of isolate, and may damage the fairness and justice of the college entrance examination. So this article takes the sports college entrance examination policy as the research object, in order to maintain and promote the fairness and justice of university entrance exam as a starting point, and it has practical significance for promoting education equity and social justice.Thesis is divided into six parts:the first part, mainly expounds the subject research background, research purpose, research significance, research methods, and the present research status of the preferential policy that awards bonus points in the national college entrance exams in China are reviewed. The second part, first of all to elaborates the connotation and attributes of fair in the university entrance exam, next to define the related concepts of the sports college entrance examination policy, the fairness of the judgment rules of the preferential policy that awards bonus points in the national college entrance exams are analyzed, and discussed from the aspect of individual and group level.The third part begins with a simple description about historical evolution of bonus points in the national college entrance exams:the development of Our Sports entrance examination policy divided into three phases,the first phrase is the period of establishment,(1983-2000); The second stage is its development stage of alienation (2000-2010); the third stage is the end stage (2010-2014). Secondly, it analyzes the characteristics of sports entrance examination policy.
