In recent years, frequent bonus marks cheating incidents in College Entrance Examination (CEE) had caused widespread criticism on the unfairness of bonus marks policy. Through questionnaire survey, the existing problems in the fairness of CEE bonus marks policy were analyzed, and three reasons for these problems were pointed out as bellow:Firstly, the CEE bonus marks policy and its detailed implementation in different provinces and cities are incomplete. Secondly, the implementation of CEE bonus marks policy lacks cooperation from related department and perfect supervisory mechanism. Thirdly, no formal laws and regulations are enacted by country to restrain the CEE bonus marks policy. To solve these problems, some countermeasures and suggestions were presented:Firstly, "Four Principles" should be complied with while making CEE bonus marks policy and its detailed implementation. Secondly, while implementing the bonus marks policy, multi-departmental linkage mechanism should be established. In the meantime, audit and supervision systems should be reinforced. Thirdly, relevant law and regulation should be issued to restrain the CEE bonus marks policy.
