A Study On The Problems And Countermeasures In The Process Of Student Financial Aid In Colleges And Universities

In order to solve the problem of the enrollment of the students from poor families, the CPCCentral Committee and the State Council have introduced series of policies and measures tostrengthen the intensity of financial aid to them successively. The system of financial aid policyto students from poor families in institutions of higher learning has been preliminarily formedwith good combination of methods of ‘award, loan, help, filling, subtraction and compensation’in2007to ensure the students from poor families can have normal life and learning ininstitutions of higher learning. From a macro perspective, the effect of such financial aid systemis very remarkable. But from the perspective of micro scale and policy implementation, manyproblems about the financial aid system and the practice of it have been found. This paper take AUniversity as an example, through the method of literature review, symposium and questionnairesurvey, the implementation of financial aid policy to the students from poor families has beeninvestigated and researched.This paper is divided into five parts. Part one: Introduction. This part introduces the reasonfor the selected topic. Part two: Investigation and Statistic Analysis. In this part, the investigationof the current implementation of financial aid policy to the students mainly in A University isshown and the situation of investigation and data are analyzed. Part three: Current situation andProblems. In this part, the current situation of the implementation of financial aid policy in AUniversity and the problems existed during the implementation are discussed.There are mainly four aspects of problems. The first one: function dislocation of theprincipals, deficiency in efficiency consciousness during the work. The second one: the standardto measure the situation of the students from poor families is variously defined. the aid for themost needy student is lack. The third one: absence of supervision for the implementation offinancial aid policy, it is hard to ensure the actual effect of financial aid. The fourth one:disproportional of scholarship and grants, the educational function of financial aid policy is lack.Part four: Countermeasure. In this part, the countermeasure to improve the financial aid policy ininstitutions of higher learning is discussed and mainly in the feasibility and necessity to build agrowing financial aid and education system to train students taking students’growth oriented andstrengthening humanistic care to the aided students. Change financial aid concept, pay moreattention to the stimulating function of financial aid policy; adjust the function of principals,increase efficiency consciousness during the financial aid process; practice financial aid policy inthe native place of students to fulfill the various financial aid demand from students are alsodiscussed in this part. Part five: Research conclusion and Prospect. Combined with the related knowledge of Management, Education, Public policy researchand through the analysis of the investigation for the current situation of financial aid policy ininstitutions of higher learning, suggestions and recommendations to improve the currentfinancial aid policy in institutions of higher learning have been given in this paper from thenational level and college level. In this paper, a scientific and effective basic idea of financial aidpolicy in institutions of higher learning has been given which can promote the innovation offinancial aid idea and financial aid mode and provide support and assistance for the sustainableand comprehensive development of the students from poor families. The research has providedreference to the perfection of financial aid policy in institutions of higher learning and thetransformation of financial aid pattern.
